The Dubai Electronic Security Center and the Financial Audit Authority in Dubai have signed a memorandum of understanding to enhance institutional cooperation and exchange expertise in oversight, auditing, and compliance assessment. The agreement also covers developing frameworks and building capacity to address cybersecurity-related challenges. The signing took place on the sidelines of their participation in GISEC Global 2026.
The memorandum was signed by His Excellency Abdulrahman Al Hareb, Director General of the Financial Audit Authority, and His Excellency Yousuf Hamad Al Shaibani, CEO of the Dubai Electronic Security Center. The aim is to strengthen integration between the two entities and leverage their specialized expertise to develop government work systems and improve their efficiency.
Developing Oversight Methodologies and Exchanging Expertise
The memorandum establishes a joint framework for cooperation in auditing, oversight, and compliance assessment, as well as the exchange of technical and professional knowledge and expertise. It also includes sharing best practices in planning, implementation, and reporting.
Cooperation includes organizing training programs and joint workshops, participating in relevant conferences, seminars, and events, and developing procedural guides, frameworks, and models used in oversight and auditing.
The agreement allows for the exchange of expertise on professional and technical challenges related to the work of both parties, enhancing knowledge transfer and capacity development.
Enhancing Readiness and Addressing Digital Risks
Abdulrahman Al Hareb said that strengthening integration and coordination between government entities is a fundamental pillar for developing a more efficient oversight system ready to keep pace with rapid transformations in the government work environment.
He added that the memorandum reflects the Financial Audit Authority’s commitment to expanding institutional cooperation and exchanging specialized expertise, supporting the development of oversight tools and methodologies, and improving the efficiency of dealing with risks related to systems, data, and the digital environment.
Al Hareb emphasized the importance of integrating expertise, exchanging knowledge, and benefiting from specialized capabilities among government entities. He noted that cooperation with the Dubai Electronic Security Center aims to enhance professional and institutional readiness and develop more proactive and effective oversight practices, contributing to the protection of government resources and assets.
Protecting Digital Assets and Supporting Digital Transformation
Yousuf Hamad Al Shaibani said the memorandum comes in the context of keeping pace with the rapid development of the digital environment and enhancing the protection of systems and data according to approved standards and practices.
He explained that cooperation with the Financial Audit Authority allows both sides to utilize their specialized capabilities to support a more secure and reliable government system.
Al Shaibani added that cybersecurity is a shared responsibility requiring integrated specializations and teamwork. He noted that the partnership aims to develop practical and proactive solutions to protect the emirate’s digital assets and support the sustainability of Dubai’s digital transformation journey.
The memorandum provides a general framework for cooperation between the two parties, allowing for the exploration of new areas of coordination, the development of more flexible and proactive oversight systems, and the enhancement of government work efficiency and readiness to address future challenges.
